Black Creek District welcomes its new Chairman Bruce Ferguson!

 

Bruce began his involvement in scouting many years ago as a Cub Scout and went on to earn his Life Scout rank with a very active and outstanding troop in Athens, GA.  He became a Tiger Den Leader for Pack 25 when his son, Cole, got into scouting.  Bruce was very involved in Pack 25 in a variety of leadership positions, including Cubmaster.  He has also served as membership Chairman for the Black Creek District in the recent past.

 

Bruce currently serves as President & CEO for WorkSource.  In this role, he leads a workforce system consisting of eight One-Stop Career Centers and a Business Services Center within a six-county region of Northeast Florida.  

 

Bruce is very involved with economic development entities and Chambers of Commerce in Northeast Florida. He has served as a consultant for the US Department of Labor as part of their Driving Transformation Summits in Seattle, Baltimore and Chicago. 

 

Bruce serves on several Boards of Directors:

Grace Episcopal Day School – Past Chairman

Bruce holds a Bachelor’s degree from the University of Georgia and earned his M.B.A. from Jacksonville University in 2001.  He is a 2003 graduate of the University of Oklahoma Economic Development Institute.

Tour Plan

 

Effective March 1, 2011, the Boy Scouts of America has suspended the tour permit system. This affects both the online and paper versions of that document.

Accordingly, Scout units are now required to complete a Tour Plan. The Tour plan document is attached. To use this document, a unit will complete the tour planning worksheet and return this to the council and retain the tour plan after approval.

As we make this change, we would like to clarify national and local policies related to Tour Plans. Please submit this plan at least 21 days in advance to ensure the council has time to review the plan and assist you in updating if it is found defective. All Tour Plans will now be approved at the local level including trips of 500 miles or more.

North Florida Council Tour Plan policy is as follows:

1. In general, a Tour Plan is required when any leader or parent is transporting a youth other than their own child. A tour plan is also required for any overnight outing at a location other than a North Florida Council Camp.

2. Tour plans are always required for any trip that meets the following criteria:

a. Trips of 500 miles or more

b. Trips outside the borders of the North Florida Council

c. Trip to any national high adventure base, national Scout jamboree, National Order of the Arrow Conference or regionally sponsored event.

d. When conducting the following activities outside of council or district events.

i. Aquatics activities (swimming, boating, floating, scuba, etc.)

ii. Climbing and rappelling

iii. Orientation flights (process flying plan)

iv. Shooting sports

v. Any activities involving motorized vehicles as part of the program (snowmobiles, boating, etc.)

3. A Tour Plan is required for any usage of Camp Francis.

4. A Tour Plan is not required in the following circumstances:

a. When attending a district of council event.

b. When camping at Camp Shands or Camp Echockotee and not participating in the activities as listed above. A facilities usage form must be completed any time a unit visits either Camp Echockotee or Camp Shands.

c. When every parent is transporting their own child and there is not an overnight stay.

To submit a Tour Plan in the North Florida Council you can bring it by the customer service counter at the Council Service Center at 521 S. Edgewood Avenue in Jacksonville, FL or fax it to (904)387-4148 or scan and email the form to jerry.scogin@scouting.org
